Declassified CIA Files Reveal Chilling Plans To Manipulate People’s Minds

For a long time, conspiracy theorists have spoken about government agencies trying to control the human population. Well, it looks like they weren’t altogether wrong, because a newly released Central Intelligence Agency (CIA) document reveals a chilling blueprint to manipulate minds through drugging experiments.

Yes, it sounds like the plot of a sci-fi movie, but it’s actual real life. The report, which was added to the CIA’s reading room in 2025, sheds light on the government’s once top-secret Project Artichoke that ran from 1951 to 1956. Its focus was on behaviour control, interrogation techniques and psychological manipulation.

The seven-page document is titled “Special Research for Artichoke” and has an attachment labelled “Suggested Fields for Special Research Relative Artichoke,” which outlines proposals to develop chemicals capable of altering human behaviour. Very dystopian.

One of the instant-acting drugs they mention creating is a truth serum, while others with long-term influence could potentially be administered through food, water, alcohol or cigarettes. Another suggestion was that they could be disguised in medical treatments, such as vaccinations, which would only add more fuel to anti-vaxxers’ fire.

Not wanting to be limited to just chemicals, the CIA also considered other methods, such as hypnosis, sensory deprivation, gases and other psychological practices for interrogation and behavioural control. Because the more options they had, the better and more widespread the outcome.

Artichoke served as a precursor to the CIA’s infamous MKUltra programme, which later broadened mind-altering experiments on a larger scale.

We’ll never know how far this project progressed or how much research was conducted, as many of the files were destroyed in the 1970s. While declassified in 1983, the document has resurfaced and is doing the rounds on social media.

Apparently, the reason the CIA was doing this research is that US intelligence feared enemy nations had developed ways to control human thought and behaviour, and they just wanted to make sure that they were on equal footing with their foes.

On the declassified document, it notes the need for a study “to determine what drugs are best suited for direct use on subjects along the lines of amytal and pentothal and which drugs are best for an indirect or long-range approach to subjects”. They also outlined practical ways to conceal chemicals, such as substances that could be introduced secretly in “food, water, Coca-Cola, beer, liquor, cigarettes, etc”.

The CIA wanted to combine chemical, environmental and mental approaches.

And yes, in case you were wondering, they did get around to performing experiments, generally on vulnerable subjects, like prisoners, military personnel and psychiatric patients, typically without informed consent. Ethical considerations, both for what they aimed to do and who they tested it on, were frequently subordinated to perceived national security needs.

In 1953, Artichoke evolved into the more expansive and more well-known MKUltra programme, which pushed experimentation further, particularly with hallucinogens like LSD. When it was exposed in the 1970s, it drew public outrage. Because, of course.
