Secretary of State Marco Rubio slapped Treasury sanctions on United Nations Human Rights Council Special Rapporteur Francesca Albanese on Wednesday, saying her bid to drag American and Israeli officials before the International Criminal Court (ICC) crossed a red line.
The move ratchets up Washington’s lawfare fight with the ICC one month after Rubio blacklisted four of the court’s judges and underscores the Trump administration’s vow to shield allies from what it calls politicized prosecutions. Albanese, the UN’s envoy for human rights in Palestinian territories, urged the ICC to pursue cases against U.S. and Israeli officials for their supposed participation in an “economy of genocide.”
“I am imposing sanctions on UN Human Rights Council Special Rapporteur Francesca Albanese for her illegitimate and shameful efforts to prompt @IntlCrimCourt action against U.S. and Israeli officials,” Rubio wrote on X. “Albanese’s campaign of political and economic warfare against the United States and Israel will no longer be tolerated. We will always stand by our partners in their right to self-defense.”

Albanese sparked fury last week when she urged global firms to sever ties with Israel, warning they risked abetting a “genocide economy” — language Tel Aviv dismissed as baseless.
U.N. High Commissioner for Human Rights Volker Türk blasted the sanctions as “deeply corrosive of good governance,” accusing Washington of undercutting judicial independence.
Wednesday’s designation follows Rubio’s June sanctions on four ICC judges who authorized probes of U.S. actions in Afghanistan and Israeli leaders over Gaza — measures the secretary said were necessary to “protect our sovereignty” and deter future cases.
Israeli Foreign Minister Gideon Sa’ar hailed the latest step as “a clear message” to Turtle Bay that anti-Israel bias carries a price.

Rubio signaled the administration isn’t finished, warning that other actors could face similar penalties if they continue what he called “lawfare” against U.S. allies.
