To say that it's related to spider-presence, the lay out of city centres is going a bit too far, as I perceive it. A development of an infrastructure, be it settlement, fortress, village or city, there's always one spot, occupied by a settler or his entire family, or a group of travellers, that start to develop habitat, shelter, organisation of household, including cattle, horses, etc.
From that spot, there's no other choice than to walk out from there, creating pathways that begin to become clear paths through time, for humans tend to follow in each other's footsteps, so to speak, creating certain directions, moving from the centre to locations around it.
Slowly, a network of pathways develop through time, in a natural way of building and moving around, walking from home to the meadow with the cattle, or to the forest for firewood, or the lake.
In modern cities, with the use of measuring tape, and now, computers, the lay out of the centre can look very organized, regular, just like a cobweb, yes.
But that's only because the infrastructure develops not only by walking human feet, or animal hooves.
