Collective Sovereignty: Multipolarity & Civilizational Cosmocracy
By Dave Lemmons
After Arthur hosted an absorbing AC discussion on Self Governance back on August 27, which focused on individual sovereignty (self governance). I got thinking about what collective sovereignty look like. While many of us have imagined what a 5D-consciousness New Earth might look like, I want to look at how nationalist/populist movements around the world may be a major part of the transition to that kind of world. And CivCosm and multipolarity can provide a big-picture framework to help us understand how these movements can lead us toward greater collective sovereignty.
I have closely followed Steve Turley’s YouTube channel (https://www.youtube.com/@DrSteveTurleyTV) for years and I not only enjoy his coverage of US politics and MAGA, but also really appreciate how he covers populist political trends around the world. In July Turley published his latest book, CIVCOSM: Gods, Algorithms, and the Rise of a Civilizational Cosmocracy, which summarizes his in-depth analysis of where nationalist and civilizationist movements may be taking us. Turley argues that the traditional maps of political science (liberalism, nationalism, and basic economics) fail to capture modern global shifts. Instead, he suggests that global power is reorganizing around a “civilizational metamorphosis” driven by three core forces:
CivCosm Strategic Framework Coordinates
| Coordinate | Field | Description |
| 01. Theopolitics | Sacred Order | Ancient religious identities are reasserting themselves as the central organizing force behind national and global life, rather than fading away. |
| 02. Technopolitics | AI Sovereignty | Artificial intelligence and digital infrastructure are no longer just tools, but the primary terrain upon which national sovereignty is contested. |
| 03. Astropolitics | Cosmic Horizon | Great-power competition and civilizational ambition are extending beyond Earth into orbital networks and space exploration. |
Another penetrating analysis of these same geopolitical trends is MULTIPOLARITY! by Constantin von Hoffmeister, published in early 2025. This book is a geopolitical and philosophical manifesto that outlines the structural shift in global power dynamics away from Western hegemony toward a decentralized international system.
Multipolarity! Core Themes and Framework
- The End of Unipolarity: The book declares that the era of U.S.-led unipolar global domination is finished, making way for a decentralized, multipolar world order where distinct planetary powers and sovereign civilizations rise.
- Rejection of Western Universalism: It critiques the “dying liberal West” and opposes what the author views as a flattening, dehumanizing tide of cultural sameness driven by modern globalization.
- Philosophical Influences: The text draws heavily on radical traditionalist and New Right thinkers—including Alexander Dugin, Alain de Benoist, and Guillaume Faye—alongside Martin Heidegger’s concept of Dasein (mode of being) and Guillaume Faye’s theory of Archeofuturism (merging ancient tradition with advanced technology).
- Geopolitics and Identity: It explores traditional geopolitical concepts like the clash between land and sea powers, the idea of a new empire, and the preservation of ethnic identity, traditional cultures, and heterogeneous authenticity.
- The Role of American Isolationism: The decline of American hegemony and shifts like Donald Trump’s isolationist policies are framed as catalysts or harbingers breaking apart the old global order.
Key Points of Convergence between CivCosm & Multipolarity
- The Death of Universalism: Both authors declare the final collapse of Western liberal globalism. They agree that trying to force the entire world into a single, homogenized cultural and economic mold has failed.
- The Return of the Sacred: Religion and ancient cultural identities are not disappearing; they are roaring back to act as the primary organizing forces for national life.
- Futurism + Tradition: Neither text is purely Luddite or backward-looking. Both embrace the idea that the future belongs to those who combine cutting-edge technology with ancient heritage—a concept von Hoffmeister terms Archeofuturism and Turley frames through technopolitics.
Nationalism: Reborn as the “Civilization-State”
In both frameworks, standard civic or ethnic nationalism is evolving into something larger.
- The Scale Upgrade: Individual nations (like Hungary, Russia, India, or China) are viewed not just as isolated countries, but as the core pillars of distinct, civilizational spheres.
- Civilizational Nationalism: Nationalism is no longer just about defending a legal border; it is about defending a sacred order, a shared history, and a distinct way of being human.
- Rejecting Homogenization: Both authors argue that nationalism is the only organic defense against Western corporate globalism, which seeks to flatten distinct languages, traditions, and religions into a single consumer market.
- Populism: The Demolition Crew of the Old Order
For both Turley and von Hoffmeister, populism is not a temporary political trend or a “fringe” movement—it is a massive structural shift.
- The Anti-Globalist Revolt: Populism is framed as the healthy, defensive reflex of ordinary citizens against a disconnected, trans-national elite.
- Fusing Tradition and the Masses: Turley argues that modern populism is uniquely powerful because it pairs the grievances of the working class with ancient religious and cultural traditions (theopolitics).
- The Political Engine: Populism is the force that breaks the power of global institutions (like the EU, WEF, or IMF) from the inside out, clearing the path for multipolar alternatives.
- Collective Sovereignty: Independence via Civilizational Blocs
This is the most critical geopolitical concept in both books. In a world dominated by hyper-advanced technology, small nations cannot protect their own data, airspace, or economy. Therefore, sovereignty must become collective.
- AI and Technological Sovereignty: Turley’s CivCosm heavily emphasizes that true sovereignty now requires digital and orbital autonomy. If a civilization relies on foreign AI algorithms or foreign satellite networks, it is not truly sovereign. Civilizations must build their own technological ecosystems to protect their collective way of life.
- Plurality of Truths: Von Hoffmeister uses European philosophy to argue for a world of “heterogeneous authenticity.” Collective sovereignty means that a civilizational bloc (like Eurasia, the Islamic world, or a traditionalist West) has the absolute right to govern itself by its own moral and legal codes, entirely free from external human rights lecturing or economic blackmail by Western powers.
Here are some related topics and current events to consider for the upcoming Ascension Connection call on 10/22/26 at 10 AM Pacific Time:
- 7 Latin American elections all have been won by conservative/Nationalist/populists since US AID funding cut in 2025:
- In Brazil’s recent election, the populist and conservative parties won the Congress (https://www.latintimes.com/brazils-right-secured-49-senate-seats-october-4-won-congress-here-what-that-unlocks-2027-600105) and the populist Flavio Bolsonaro had the highest vote count in the first round of the presidential election. The presidential runoff election is on October 25th, and if Bolsonaro wins then almost all of South America will be under conservative governments, a massive rejection of the socialism that has dominated that region in recent decades.
- Sovereign Alliance of Trump, Putin, Xi to defeat the Deep State in each country and worldwide
- Recent diesel fuel deal between Putin and Trump fits with idea of Russia and US working together
- Ukraine and Iran as Deep State proxies and how that relates to the Sovereign Alliance—surprising that China and Rusia both essentially abandoned Iran after the recent US-Iran conflict began
- Donroe Doctrine: Modernization of the Monroe doctrine of 1823. Trump ensuring that all of the Western Hemisphere is aligned with US interests and that no foreign powers (China, Russia) are allowed to have strategic influence there. This explains the Trump admin’s actions to assert control over the Panama Canal, Venezuela, and Greenland.
- In this article “A Great Civilizational Shift is Coming” (https://briancates.substack.com/p/a-great-civilizational-shift-is-coming), Brian Cates argues that the US is undergoing a major geopolitical and economic transformation away from a debt-based system toward a citizen-shareholder model led by Donald Trump.
