In China, wage claims by migrant workers are no longer news. However, recently, employees with ‘golden bowls’, that is, stable jobs such as civil servants, employees of state-owned enterprises, and public institutions, who typically don’t worry about job security, seem to have joined the ranks of those seeking overdue wages. While migrant workers’ salary delays are often due to deliberate default by employers, the delays for civil servants and public sector employees seem to be the government’s reluctant and passive response to the economic crisis.
