The Galactic Codex, Disclosure, and the Question of Intervention

For years, many of us have repeated the same advice: stop waiting for a savior. No politician, extraterrestrial, angelic host, or Galactic Federation should be expected to do humanity’s work for us. If we want a better world, we have to participate in creating it. And that means learning from our mistakes along the way.

But there is a difference between being saved and being assisted. What if suffering, coercion, or planetary danger reaches a point where help is not only permitted, but requested? There are plenty of people both praying for and meditating on getting aid from above, in one form or another.

That question took me back to something Prepare for Change published in 2013: The Galactic Codex. Within that spiritual framework, sentient beings have rights, conflicting parties may be separated to prevent harm, and intervention is permitted when violations become extreme. It even says that a sentient being has the right to call upon the Galactic Confederation in need, and that assistance may be given.

That is very different from sitting back and waiting to be rescued. It suggests something closer to ‘help us remove what prevents freedom’, then help us until we can help ourselves.

It’s Not New

Over the last decade or so, more people have begun talking about a Galactic Federation, a United Federation—much like Star Trek—and the slow drip toward disclosure. But the story did not begin when the government finally acknowledged that military personnel were recording real objects or phenomena they couldn’t identify.

In 2019 and 2020, the U.S. government publicly acknowledged that several widely circulated Navy videos were genuine and that the aerial phenomena in them remained unidentified. That was not an admission that they were extraterrestrial. NASA later stated that it had found no evidence that UAP were extraterrestrial in origin.

That distinction leaves several doors open. Some objects could be misidentified conventional craft. Some could be advanced human technology—ours or someone else’s. Some could involve reverse engineering. And some may turn out to be something we have not yet publicly explained.

The Turn of the Century

Something seems to have shifted around the year 2000. Not necessarily because that is when any hidden program began, but because fragments of the story started reaching the public from several very different directions.

On May 9, 2001, Dr. Steven Greer’s Disclosure Project held its National Press Club event in Washington, D.C., bringing military, intelligence, government, corporate, and scientific witnesses before cameras to discuss UFO secrecy, alleged extraterrestrial encounters, and advanced technologies. This was only months before 9/11 changed the world’s attention almost overnight.

At nearly the same time, Scottish hacker Gary McKinnon was breaking into NASA and U.S. military computer systems while looking for information about UFOs and suppressed technology. He later said he encountered a spreadsheet headed “Non-Terrestrial Officers,” references to “fleet-to-fleet transfers,” and ship names he could not identify as conventional U.S. Navy vessels.

The U.S. considered his intrusions serious enough to seek his extradition for years. McKinnon’s account did not prove the existence of an off-world fleet, but it became one of the earliest modern breadcrumbs suggesting that something much larger might have existed behind the public space program.

In the years that followed, Michael Salla began developing the field he called exopolitics. Later, David Wilcock and Corey Goode helped popularize stories of Solar Warden, breakaway civilizations, a Dark Fleet, and what became widely known as the “20 and back” program.

And Then There Was William Tompkins

William Tompkins claimed to possess a, eidetic, or photographic memory: a trait that led to his recruitment by Naval Intelligence in 1942 after he constructed detailed scale models of classified naval ships from memory.

He came forward publicly much later, but his claims pushed the alleged history backward by decades. He said that as a young man during World War II while working with U.S. Naval Intelligence, he was exposed to reports about advanced German aerospace programs. He later worked in the American aerospace industry, including Douglas Aircraft, and said some of the concepts being explored there were far ahead of anything the public knew existed. Even before Exopolitics reports from Michael Salla, before David Wilcock and Corey Goode’s Cosmic Disclosure episodes on Gaia.

Tompkins reported witnessing the Los Angeles air raid of February 1942 (also known as the Battle of Los Angeles), interpreting the event as a demonstration by a Nordic space fleet that selected him for collaboration. He became a significant figure in UFO research literature, particularly regarding the Solar Warden program and secret space operations, though his claims remain unverified and are considered part of extraterrestrial conspiracy lore rather than established fact. He wrote a two part autobiography detailing his life as an aerospace engineer and his alleged involvement with UFOs and extraterrestrial contact. All before the end of WWII.

Tompkins also connected his story to Maria Oršić, the legendary medium associated with the Vril material and alleged communications concerning advanced spacecraft. In later interviews, he associated a woman he knew as “Jessica” with that story. Whether every part of that account can be documented is another question, but the chronology is what fascinates me: the idea of advanced craft, secret programs, and outside assistance was being placed decades before Gary McKinnon ever touched a government computer.

From “Unidentified” to “Extraterrestrial Life”

By the time the United States Space Force was formally established on December 20, 2019, people had already been publicly discussing secret space programs, exotic propulsion, off-world personnel, and military interaction with nonhuman intelligence for nearly two decades.

Then, in February 2026, President Donald Trump directed the Pentagon and other relevant agencies to begin identifying and releasing government files related not only to UFOs and UAP, but specifically to “alien and extraterrestrial life.” That is a noticeably different level of official language from the cautious wording used only a few years earlier.

It does not mean the government has confirmed every extraordinary claim made over the last quarter century. It does mean the vocabulary has changed—and that subjects once treated almost entirely as fringe material are now being discussed from the highest levels of government.

Why Now?

Since the turn of the century, the world has changed rapidly. We moved through 9/11, wars, the weapons-of-mass-destruction narrative, expanding surveillance, social media, smartphones, citizen journalism, whistleblowers, leaked documents, and an information environment that is almost impossible to contain.

Were some of those leaks and stories part of a gradual acclimation process for an unsuspecting population? Or did the internet simply make it impossible to bury older stories under layers of new information?

The old myths and allegories began taking on new meaning as more objects appeared in the sky and more witnesses spoke publicly. But one problem has never gone away: what is truly “alien,” what is human-made, what is reverse engineered, and what’s deliberate disinformation?

As Dr. Steven Greer has asked in another context: “is it real, or is it Memorex?”

The Galactic Codex

That brings me back to the Galactic Codex. It is presented as an inner code of ethics accepted through free will and as the basis for how benevolent galactic forces would relate to occupied worlds and hostile forces.

• The Law of Divine Grace: sentient beings have rights to positive life experience, abundance, information, freedom, and spiritual development.

• The Law of Dividing the Conflicting Parties: beings should be protected from the harmful actions of others while conflicts are mediated.

• The Law of Balance: those who reject the Codex and refuse to correct harmful actions are removed from positions where they can continue causing harm.

• The Law of Intervention: the Confederation may intervene where the Codex is violated; if violations reach a critical mass, the text says military force may be used.

Section IV appears to provide an exception to the principle of non-interference: when a sentient being freely asks for help, assistance can be given without violating free will (or Star Trek’s Federation rule of Non-Interference in developing worlds).

So here is my question: did the suffering and upheaval of the last 2 decades, or century, reach a point where intervention—quiet intervention—became permissible within that framework? Could assistance be taking place in ways designed not to terrify a population that is still being prepared for the possibility that we are not alone?

Greenland: A Crisis, or Something More?

Greenland may be one of the most interesting places to watch. Publicly, a political and strategic crisis over Greenland has evolved into a new U.S.-Denmark-Greenland security arrangement that expands America’s long-term military access while leaving Greenland under Danish sovereignty.

At the same time, several alternative researchers and experiencers are describing a very different layer to the story: underground installations, advanced technology, remnants of hostile off-world groups, and cooperation between human military forces and benevolent galactic allies.

Those accounts are not the public explanation for what is happening in Greenland. But if even part of this is true, they raise a provocative possibility: what looks from the surface like geopolitics may be only one layer of a much older struggle.

The idea itself is hardly new. David Icke has written for decades about reptilian and interdimensional beings operating from hidden or underground locations. Long before that, Jules Verne imagined an entire prehistoric world beneath our feet in his 1864 novel, Journey to the Center of the Earth. Even the British Doctor Who show explored the idea through the Silurians—an ancient, technologically advanced reptilian civilization that lived on Earth before humanity and retreated underground.

Were these simply imaginative stories—or were some writers and storytellers tapping into an older idea that humanity has never entirely forgotten?

Help Us Until We Can Help Ourselves

Perhaps the point was never for humanity to wait for someone else to save us. Maybe that is why so many of us have spent years saying: stop waiting for a savior. Step up. Think for yourself. Take responsibility. Be the change you want to see.

But accepting help is not the same thing as surrendering responsibility.

If benevolent forces—whether we call them galactic, angelic, interdimensional, or simply allies—are assisting humanity, perhaps their proper role is temporary: protect life when necessary, help remove systems of coercion, restore access to knowledge, and then step back as humanity becomes capable of governing itself.

If they have been helping recover the exploited, prevent catastrophes, protect the planet, or quietly dismantle structures that humanity could not yet reach on its own, then perhaps the question is no longer whether we are waiting for saviors.

I pray that when the day comes—and I believe it will—we welcome them with open minds, open hearts, and the wisdom to do better than we have done with one another. If they have helped us through a difficult transition, let us meet that help with gratitude rather than dependence.

Extend a hand. Share knowledge. Walk together for a while.

And perhaps, when humanity has matured enough to stand in freedom and responsibility, we will be welcomed, not as subjects or dependents, but as partners—ready to join a greater Galactic Alliance and travel the stars beside them.

And I’d love to be on the bridge and give the order: second star on your right, and straight on till morning. I am a child of the stars, and no matter how many years pass, I will never be too old for wonder, magic, or the promise of what waits beyond the horizon.
